Keeping up the Standards? – an article by Ruth Dixon, Christopher Hood and Deborah Wilson appeared in the March 2010 issue of School Leadership Today ( the magazine for UK school leaders. The article shows that criticism of school testing regimes is not new – a pamphlet from 1874 criticised elementary school examinations that led to ‘a mechanical routine in teaching’ and caused teachers to concentrate on borderline pupils – criticisms that are still leveled at SATS today. The authors describe ways in which performance measures can mislead or cause output distortions, but argue that they have a place in improving educational performance if used intelligently.
