Keeping up the Standards – an article by Ruth Dixon, Christopher Hood and Deborah Wilson appeared in the March 2010 issue of School Leadership Today (www.teachingtimes.com). the magazine for UK school leaders. The article shows that criticism of school testing regimes is not new – a pamphlet from 1874 criticised elementary school examinations that led to ‘a mechanical routine in teaching’ and caused teachers to concentrate on borderline pupils – criticisms that are still leveled at SATS today. The authors describe ways in which performance measures can mislead or cause output distortions, but argue that they have a place in improving educational performance if used intelligently.
