The first discussion paper to arise from one of the Programme’s projects is now available to download from the Library section of this website.

The paper comes out of Stephen Osborne’s project, which investigates the innovative capacity of voluntary and community organisations (VCOs). The long history of VCOs as pioneers of public services has led to reification of the innovativeness of these organisations. Is this reification justified – are VCOs inherently innovative, or is innovation contingent on the policy and funding framework they operate in? This paper reports on a replication study of research originally undertaken by Osborne in 1998, which found that innovative capacity was in fact a contingent capacity of VCOs. This replication study allows exploration of how innovative capacity has changed over the past decade, and an analysis of what factors have affected any changes.
