In December 2008, the Public Services Trust launched a major new Commission on 2020 Public Services, chaired by Sir Andrew Foster, to recommend the characteristics of a new public services settlement appropriate for the future needs and aspirations of citizens, and the best practical arrangements for its implementation.
Programme Director, Christopher Hood, and Programme Deputy Director, Deborah Wison were each invited to contribute papers for this Commission. The papers were launched on 17 June 2010.
Christopher Hood’s paper entitled Reflections on Public Service Reform in a Cold Fiscal Climate is published on the Public Services Trust website.
Deborah Wilson’s papers Targets- and rankings-based accountability mechanisms and Fostering citizen control were published together as Targets, choice and voice: accountability in public services.
